June 10 is toki no kinenbi (時の記念日), Anniversary of Time. It was established in 1920 to let the Japanese people develop the awareness of the importance of time. It is one of anniversaries but not a holiday.
Japanese society is very punctual. Usually trains come on time. If express trains were delayed for more than 2 hours, the fares will be reimbursed.
Today my commuting train was delayed for 15 minutes. In this case the certification of the delay called chien shomeisho (遅延証明書) is issued. If you present that paper, usually you are not regarded as latecomer.
If there are alternative lines, there will be provided the alternative transportation called furikaeyuso (振替輸送).
